New NASCAR test track in SC?

It was reported yesterday that the deep pockets of Ginn Racing, consisded by many to be the new front runner in the Dale Jr. sweepstakes, is looking to build a flat, 1.5 mile test track on land in South Carolina near their Mooresville, NC shop.
Ginn already owns Virginia International Speedway, a road course that many teams use to log extra testing time. In light of NASCAR's restrictive testing rules, an intermediate track like this should get a lot of use.
